Результаты: прекариат и его институционализированные формы являются важным фактором социально-экономического развития. Феномен прекариата заставляет исследователей в рамках общественных наук изменить подходы к анализу занятости, изменению условий труда, а также переосмыслить традиционные модели, связанные с трудовыми отношениями, как в экономической теории, так и в социологии. В работе определены основные факторы прекариатизации трудовых ресурсов, в числе которых рост неформальной занятости, развитие технологий, снижение роли профсоюзов, а также политика компаний по сокращению издержек и переноса их на работников. В контексте проанализированных научных работ в современном западном и российском дискурсе также определено, что прекариат тоже формируется в условиях негативных тенденций в сфере высшего образования, таких как бюрократизация образовательных процессов, приводящая к смещению ценностей с профессионализма на достижение показателей эффективности работы учреждений образования. Установлено, что тенденциями прекариатизации также стали нормализация неустойчивой работы, маркетизация и внедрение конкурентных механизмов в общественном секторе. Определены основные причины, затрудняющие эффективное равновесие на рынке труда между потребностями работодателей и распределением бюджетных мест. На основе эконометрического моделирования и определения основных факторов, влияющих на вероятность попадания в группу прекариата с высшим образованием (ВРП на душу населения; уровень безработицы, тип населенного пункта, а также пол, семейное положение, наличие детей до 18 лет и стаж работы), были определены те из них, которые в наибольшей степени отражают вероятность попадания в группу прекариата. Научная новизна: заключается в выявлении количественных и качественных характеристик прекариатизации в российских условиях в контексте технологических и институциональных изменений, а также оценки влияния выявленных факторов на вероятность попадания в группу прекариата с высшим образованием. Практическая значимость: определяется необходимостью понимания того, как университетское образование адаптируется к изменениям на рынке труда и связано с нестабильностью и прекариатизацией при разработке мер социально-экономической политики. Предложено применение моделей логит- и пробит-регрессии для предсказания вероятности попадания в группу прекариата с высшим образованием.</p></abstract><trans-abstract xml:lang="en"><p>Objective: to analyze institutional changes in higher education which form the modern labor market; to identify the factors of forming precariat with higher education.Methods: econometric modeling (logit- and probit regression models).Results: precariat and its institutionalized forms are an important factor of socio-economic development. The phenomenon of precariat makes researchers in social sciences change approaches to the analysis of employment and changes in working conditions, and rethink the traditional models associated with labor relations, both in economic theory and in sociology. The paper identifies the main factors of precariatization of labor resources, including the growth of informal employment, the development of technology, the decline in the role of trade unions, as well as the policy of companies to reduce costs and transfer them to employees. In the context of the analyzed scientific works in the modern Western and Russian discourse, it is also determined that precariat is also formed under negative trends in higher education, such as the bureaucratization of educational processes, leading to a shift of values from professionalism to the achievement of performance indicators of educational institutions. It is found that precariatization trends also include normalization of unstable work, marketization and introduction of competitive mechanisms in the public sector. The main reasons are determined which hinder the effective balance in the labor market between the needs of employers and the distribution of budget places. Based on econometric modeling and determining the main factors which affect the probability of entering the group of precariates with higher edu- cation (GRP per capita; unemployment rate, type of settlement, as well as gender, marital status, children under 18 years of age and work experience), the authors identified those which best reflect the probability of entering the group of precariates.
