Работа направлена на выявление и систематизацию основных направлений реализации программы DSR в контексте их влияния на глобальную цифровую трансформацию, а также на анализ перспектив сотрудничества России и Китая в приложении к экономическим и геополитическим ориентирам Российской Федерации.</p></sec><sec><title>Методы</title><p>Методы: в качестве общенаучных методов познания были использованы анализ, синтез, индуктивно-дедуктивный и структурно-функциональный методы, системный и сравнительный анализы.</p></sec><sec><title>Результаты</title><p>Результаты: выявлены основные направления, инструменты и технологии реализации инициативы Цифрового шелкового пути, установлены и проанализированы основные политические (геополитические) подходы к DSR; оценен геополитический ландшафт реализации этой инициативы с учетом позиции технологических конкурентов и стран – партнеров инициативы; оценены риски долговой зависимости стран и разработаны сценарии развития DSR, выявлено влияние проектов DSR на экономическое и геополитическое позиционирование России в глобальном цифровом пространстве.</p></sec><sec><title>Научная новизна</title><p>Научная новизна: предложено рассматривать DSR как одно из ключевых направлений развития цифрового многополярного мира, как многоаспектный проект, сочетающий экономические, технологические и геополитические цели Китая. Кроме того, в работе использованы новейшие данные об инвестиционной активности Китая в Азиатско-Тихоокеанском регионе, Африке и Южной Америке, применены и осмыслены современные экономические и геополитические теории для анализа DSR; предложены сценарии развития проекта в условиях глобальной технологической конкуренции.</p></sec><sec><title>Практическая значимость</title><p>Практическая значимость: анализ основных направлений и географии реализации проекта позволяет системно подойти к построению экономических и геополитических прогнозов в части развития отдельных цифровых технологий и проектов, может стать основой для разработки рекомендаций по оптимизации стратегии сотрудничества с Китаем в рамках DSR и по созданию механизмов и инструментов регулирования цифровых инициатив (стандартов кибербезопасности, цифровых арбитражей и др.), послужить важным информационным материалом для оценки возможностей сотрудничества российских компаний с китайскими корпорациями в рамках проекта DSR.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Objective</title><p>Objective: to analyze China’s Digital Silk Road Initiative (DSR) as one of the key elements of the PRC’s strategy within the “One Belt, One Road” project; to identify and systematize the main directions of the DSR program and its impact on global digital transformation; to analyze the prospects for cooperation between Russia and China in relation to the economic and geopolitical goals of the Russian Federation.</p></sec><sec><title>Methods</title><p>Methods: general scientific methods of cognition were used, such as analysis, synthesis, inductive-deductive and structural-functional methods, systematic and comparative analyses.</p></sec><sec><title>Results</title><p>Results: the main directions, tools and technologies of the Digital Silk Road Initiative were identified. The main political (geopolitical) approaches to DSR were identified and analyzed. The research assesses the geopolitical landscape of the Initiative implementation, taking into account the position of its technological competitors and partner countries. The author assesses the risks of debt dependence of countries and develops the DSR scenarios. The work reveals the DSR impact on the economic and geopolitical positioning of Russia in the global digital space.</p></sec><sec><title>Scientific novelty</title><p>Scientific novelty: the author proposes to consider DSR as one of the key directions for the digital multipolar world development, as a multidimensional project uniting the economic, technological and geopolitical goals of China. In addition, the paper uses the latest data on China’s investment activity in the Asia-Pacific region, Africa and South America, applies and comprehends modern economic and geopolitical theories for DSR analysis. Project development scenarios are proposed in the context of global technological competition.</p></sec><sec><title>Practical significance</title><p>Practical significance: the analysis of the main DSR directions and geography allows a systematic approach to building economic and geopolitical forecasts regarding the development of certain digital technologies and projects. It may help to develop recommendations on optimizing the cooperation strategy with China within the DSR and on creating mechanisms and tools for regulating digital initiatives (cybersecurity standards, digital arbitrations, etc.).
