ON THE ISSUE OF DEVELOPING A NEW CONCEPT OF WEAPONS CIRCULATION IN THE RUSSIAN FEDERATION
Abstract
The article deals with the juridical base of the legal weapon circulation in Russia. On the basis of comparative analysis with the foreign legislations the author comes to the conclusion that the new concept of weapons circulation has to be developed.
The author proposes to transfer from prohibitive to licensing system and to review the whole complex of normative-legal acts regulating the citizens' relation to weapons, as well as the current legislation on civil self-defense.
