Aim and Scope

Russian Journal of Economics and Law is a reviewed journal focused on a study of complex phenomena in the sphere of economics and jurisprudence including interdisciplinary format. The Journal shows preference to original research that involves theoretical and applied issues of the phenomena, studies on dissonance and harmonization between economic and legal bases and existing reality, improvements in legislation as well as public policy. The Journal is intended for researchers and experts of Russian and foreign scientific institutions and analytical centers.

RusJEL cooperates with the leading expert platforms:

  • Saint Petersburg International Criminological Club;
  • The “Digital finance” seminar of the Institute of Economics of the Russian Academy of Sciences.
  • "The dialectics of anti-corruption" periodical conference held in Kazan Innovative University named after V.G. Timiryasov.

All submitted papers are subject to reviewing.

Publications are free of charge both for the authors and readers (Platinum Open Access).

Peer Review Process

  • All articles undergo double-blind peer-review procedure. The review process can take up to 8 weeks.
  • All reviewers are experts in the field of the reviewed materials and have publications in that field during the 3 preceding years.
  • The criteria for accepting an article for publication are the topicality, novelty, significance and originality of the ideas and solutions presented. The works must be original (preprints can be published in the Journal and are subject to reviewing similar to articles).
  • Translated articles are selected by the Editorial Board members. The selection criteria are originality of the work and its potential appeal to the readers, estimated on the basis of the Journal’s topics.
  • The ultimate responsibility for the published content lies with the relevant thematic editor and the Editor-in-Chief.
  • The reviews shall be kept in the Journal’s Editorial Office during five years.
  • The article is sent to the reviewers without indications of the authors’ names and contact information. The reviewers work with the article as a confidential material, strictly observing the authors’ right for nondisclosure of the data contained in the article prior to its publication.
  • The reviewers’ comments are sent to the author(s) without indications of the reviewers’ identities. Decision on the publication (or rejection) of the article is made by the thematic editor and is validated at the Editorial Board’s meeting.
  • The Editorial Office sends copies of reviews or a motivated refusal to the authors of the submitted manuscripts.

 

Open Access Policy

All publications are free of charge both for the authors and readers (Platinum Open Access). The published articles are open for reading, downloading and dissemination immediately after the publication, provided the source and the authors are cited in compliance with Creative Commons Attribution - NonCommercial 4.0 (CC BY-NC 4.0).

Archiving in depositories and indexing systems is carried out for all articles. The editors upload a copy of the journal to the following systems: eLibrary, Cyberleninka, HeinOnline, Proquest, DOAJ. The journal and all publications have a DOI Crossref.

The Journal adheres to the policy of author self-archiving: authors may publish accepted materials on personal web pages or in open repositories (for example, ResearchGate or institutional repositories) at any time – both before and after the official issue. It is obligatory to indicate the source as an active link to the Journal publication.

GENERAL PROVISIONS

 

  1. The Journal uses a double blind reviewing, when the author does not know the reviewer and the reviewer does not know the author. The review process can take up to 8 weeks.
  2. After the primary assessment of the manuscript, the theme editor responsible for the relevant field in the Journal assigns independent reviewers selecting them from the list of experts of the Editorial Office database, or addresses to new ones with regard to their expertize.
  3. The theme editor guarantees that all reviewers are recognized specialists in their fields and have publications on the topic of the reviewed article published within three recent years. The reviewers must be doctors or candidates of sciences, or have other equivalent degrees. The theme editor ensures that reviewers are independent of the authors and not affiliated with the same organisation.
  4. The reviewers are sent a letter with a request for reviewing; they should response informing of their consent or rejection. In case of rejection, another reviewer is assigned.
  5. For interdisciplinary articles, the Editor-in-Chief assigns two or three reviewers depending on the number of disciplines.
  6. All materials are subject to reviewing, except for translated articles from foreign scientific journals, which are assessed by the Editorial Panel of the Journal in a special order.
  7. The Editorial Office uses a standard form for reviewing.
  8. The publication ethics policy of the Russian Journal of Economics and Law corresponds to the guiding principles of COPE (http://publicationethics.org/resources/guidelines), and in case of suspicion of abuse of official position the Journal editors will act in compliance with them.
  9. After considering the reviewers’ opinions, the theme editor adds their comments to the manuscript file or a letter and makes of the following decisions: to accept the manuscript; to recommend to make improvements taking into account the experts’ comments; to reject the manuscript (the reasons for rejection may include low scientific quality, incompliance with the Journal’s policy, etc.), including without the possibility of repeated submitting; to assign additional reviewers (in case of disputable opinions about the manuscript content).
  10. On receiving reviews, a regular meeting of the Editorial Board considers the issue of the submitted articles and, based on the review assessment, makes a final decision on publishing or rejecting the articles. The author(s) are notified of the decision with a letter. The letter shall contain the general assessment of the article; if the article may be published after improvement, recommendations on improvement are made based on reviewers’ comments; if the article is rejected, the reasons for such decision are listed.
  11. During improving the manuscript, the author must make corrections in the manuscript file, highlighting them in color, so that the theme editor could see the changes in the file. For each change, the author’s relevant comment must be given or a substantiated response on the impossibility to make corrections in compliance with the reviewer’s comments.
  12. After receiving the corrections, the theme editor may request the reviewers to assess the corrections and to assign repeated corrections if needed, or accept the corrections without requests to the reviewers.
  13. After acceptance, the manuscript is sent for formatting and proofreading. The author is notified with a relevant electronic letter that the manuscript undergoes proofreading/formatting. After proofreading, the author approves the final variant of the manuscript.
  14. Reviews are stored in the publishing house and the editorial board during five years.
  15. The Editorial Board is obliged to forward copies of reviews to the ministry of Science and Higher Education of the Russian Federation provided the relevant request is submitted to eth editorial office.

 

OBLIGATIONS OF REVIEWERS

  1. A reviewer studies the manuscript sent to them by an editor.
  2. A reviewer is not obliged to linguistically edit the manuscript. They focus on assessing the theme relevance, scientific quality and overall style of the article, acceptability of the article structure for the integral material presentation, compliance to the advanced practices of clear and brief academic writing. Linguistic defects, if any, can be marked in a letter to editor.
  3. A reviewer must declare a conflict of interests, if any. It is recommended to begin a review with a brief summarized vision of the manuscript and its value.
  4. A reviewer assesses and comments the following: Is there novelty in the research? Does the idea/hypothesis stem from the substantiated arguments? Can it be correctly tested and studied? Are the formulated concepts or definitions useful? Was the quality literature review performed, covering both Russian and foreign periodicals on the topic, which demonstrates a good knowledge of the topic and correct use of modern sources? Are the logic, clear wordings, and lack of gaps between these observed in the narration? Does the narration comply with the high publication standards? Are the objectives and tasks indicated in the abstract and introduction? Are they repeated in the conclusion before declaring the regularities found?
  5. The final decision on the article acceptance is made by the theme and/or chief editor. In case of discrepancies between the opinions of the reviewers and the author(s), the editor may refer to their knowledge on the topic, address to a member of the Editorial Board, or request for an additional review.
  6. Responsibility for editorial decisions lies on the theme and/or chief editor. All appellations should be addressed to them.
  7. A theme and/or chief editor is entitled to request reviewers to assess the renewed version of the article, whether it complies with the recommendations and comments expressed by them.
  8. Reviewers must be tactful. Insults in any form are inacceptable. Any rhetoric deemed to be insulting will be deleted.

 

Publishing Ethics

The Editorial Office of the “Russian Journal of Economics and Law” Journal adheres to the following rules and methodological recommendations:

  1. Code of conduct and Best Practice Guidelines for Journal Editors – Committee on Publication Ethics.
  2. Publishing Ethics, Publishing Ethics Resource Kit – Elsevier.
  3. Declaration of the Association of Scientific Editors and Publishers “Ethic principles of scientific publications”.

The editors and editorial board observe the publishing ethics and maintain integrity in processing materials.

The publishing ethics is the set of rules of conduct of the editorial staff in relation to each other, reviewers and authors on the issues connected with publishing scientific materials in the Journal.

All the above-mentioned persons take the obligations listed below and strongly adhere to them in their work.

All disputable cases concerning the mentioned obligations are contemplated by the Editor-in-Chief (Vice Editor-in-Chief), or the publisher.

The editorial staff are obliged:

  • Under no conditions to voluntarily change the author’s text; after editing to reconcile the final variant with the author.
  • To treat the author and their work respectfully, to strive to penetrate into their ideas, requirements and wishes, to support their creative work and scientific search, not to dictate any conditions to the author.
  • To contact with the authors with goodwill and sympathy.
    Not to allow any preferences to the authors due to their race, gender and other circumstances which do not refer to the reliability of the submitted materials and scientific value of the work.
  • Not to allow publication of works which give sufficient evidence of containing plagiarism, not having scientific value, not relevant to the Journal’s remit and the declared publishing policy.
  • To provide participation of unbiased competent reviewers, to substitute them when necessary.
  • To keep the editorial privacy, i.e. not to reveal without the author’s written consent the procedure of working at the article and its content, not to submit it for reading by anyone, except the reviewers, without the author’s permission.

THE REVIEWERS are obliged:

  • Under any circumstances not to disclose their names to the authors and not to contact with them directly.
  • To treat the reviewed manuscript as a confidential document, not to submit it to other persons.
  • To give unbiased and argumentative evaluation of the research results.
  • Not to use the data from the manuscripts.
  • To inform the editorial board about their insufficient competence for the correct evaluation of a manuscript and about the circumstances which bar such evaluation.

THE AUTHORS are obliged:

  • To realize that they are primarily responsible for the novelty and reliability of the research results.
  • To provide the novelty and reliability of the research results, to bar the knowingly erroneous and false statements.
  • To provide that the research results, stated in the submitted manuscript, are original, and all used materials of other authors are cited with the exact notation of these authors and sources.
  • Not to allow excess citation and plagiarism in any forms.
  • To take into account all works which are relevant to the carried out research, and provide references to them.
  • To include as co-authors all persons who sufficiently contributed to carrying out the research, and to exclude those who did not make such a contribution.
  • To guarantee that the article is published for the first time and was not previously published or submitted to another journal. An exception is preprints and theses of conferences.
  • To inform the editorial board about essential errors or flaws in the article at the stage of its reviewing or after publication.
  • To disclose information on the research funding.
  • In the “Acknowledgements”, to indicate the sources of the article support (processing the article, language editing, other assistance of an editor). All the mentioned persons must provide their consent for inclusion to the “Acknowledgements” section.

Author fees

Publication in Russian Journal of Economics and Law is free for authors.

The editors do not charge authors for the preparation, placement and printing of materials.

The journal doesn't have any Article processing charges.

 

Disclosure and Conflict of Interest

To submit an article to the Journal, all authors must sign a statement of the existence of financial or any other significant conflicts of interest, which can be regarded as those which had influenced the research results or their interpretation. All sources of financing of the relevant work must be listed. All forms of external financing (grants, subsidies, donations) must be listed. In case of the absence of interest conflicts, the authors must state: “The authors declare the absence of commercial interest in any product or concept discussed in this article”.

The Editorial Office also considers to be a conflict of interest the situation when, for instance, a thematic editor or a reviewer are persons who directly compete with each other or conducting common research (co-author) and other projects, or are affiliated with the institutions indicated in the manuscript. An editor and a thematic editor must ensure the absence of the conflict of interest. In case a conflict of interest is detected, they shall inform the thematic editor and the Editor-in-Chief about that. Reviewers are also obliged to disclose a conflict of interest provided there is any.

 

Cases of violating the publication ethics (Misconduct)

  • The Editorial Office regards the following types of unlawful actions in the course of research as violation of the publication ethics:
  • Manipulations with the materials and data, fraud/falsification, distortion of the performance of devices/equipment.
  • Withdrawal of a significant massive of data for modeling, distorting dependencies between indicators, with a view of adjusting the results for particular conclusions.
  • At the same time, each author has a right for a mistake. Editors should avoid suspicions in unethical behavior of the authors.
  • Appropriation of the ideas, regularities, processes and algorithms, results published by other people is unacceptable. All borrowings must be accompanied by relevant references to the initial sources.
  • Incorrect borrowings in the manuscript without their formatting as citations and indication of the source. Using the extracts from earlier published works of the author is considered to be plagiarism, if:
  • The previously published text is included into the publication without correct detachment with quotation marks and indication of the source. The author must treat their own previously published works just as works of other people. An anonymized reference to the previously published text can be used: “As was earlier shown/found/clarified …”, etc.
  • The previously published text is not a thesis of a conference, a preprint, or a translated article. If the text is partially borrowed from a thesis of a conference, the article must be a continuation and expansion of the previous work.
  • In case of suspicions of violations of ethics during research and publication, the Journal editors are guided by the principles of COPE (http://publicationethics.org/resources/guidelines).

 

Incorrect borrowing (plagiarism)

All Russian-language articles are checked with Antiplagiat.ru system with the following databases: eLibrary.ru (RINTs), RGB collection of these. He article must be completely original.

Incorrect borrowing is the most common kind of inethical behavior of authors. A plagiarism is appropriation of theses, statements, or text fragments of other authors without their proper formatting as a quotation. The most malicious form of plagiarism is a double publication (articles with minor alterations published in different journals.

The Editorial Office does not accept for consideration manuscripts containing significant fragments of texts by other authors and previously published works of the author without their correct formatting. An exception is theses of conferences, preprints, and translated articles:

  • Theses of conferences are used to briefly inform the public about the results of the author’s research. An article of the same author, containing fragments of a publication in a conference works proceedings, may be a continuation of the same research (according to the recommendations of a Council for Ethics of ANRI). For such articles, standard rules of reviewing are applied.
  • Preprints can be published in the Journal. For such articles, standard rules of reviewing are applied.
  • Translated articles are intended for disseminating the results of scientific research in other countries. Translated articles must have permissions from the Editorial Board which had published the work. These works have a distinct marking in the Journal, signaling that these are translated articles and indicating the title of the periodical and the form of citation of the original. The decision on translating and publishing of such articles requires a recommendation of a member of the Journal’s Editorial Panel or a theme editor: the decision on publishing is made jointly with the Editor-in-Chief and the editor of the thematic area.

Editors must check all the submitted manuscripts for plagiarism before sending them to reviewers and after formatting (to reveal a double publication if during the period of processing in the Journal the article was published elsewhere).

The Journal staff members realize that a significant number of published works by the author in a certain field may lead to unintended faults like including fragments of the author’s previous works. In this case the Journal notifies about such fragments and requests the author to revise them. To prevent such situations, authors are recommended to use Antiplagiat.ru system before submitting a manuscript to the Journal.

In case of revealing incorrect borrowing, falsification or other facts of inacceptable behavior and violation of publication ethics, the Journal editors are entitled to impose the following sanctions on the authors:

  • To refuse publishing the submitted manuscript;
  • To prohibit publishing the article in the Journal for a certain period;
  • Provided violations of the publication ethics, incorrect borrowings, double publications, or other cases are accidentally revealed after publishing the article, the Editorial Office of the Journal may resort to retracting the article.

Revealing the facts of incorrect borrowing in an already published article initiates the process of the article retraction, if sound evidences are present. The retraction process includes the following procedures: informing the author about revealing the incorrect borrowings in their article; decision of the editor and the theme editor about retraction; publishing a notification about the article retraction in the Journal; registering the information in the database of retracted articles of the Council for Ethics; updating of the information about the fact of incorrect borrowing revelation in various databases.

 

Restraint of possible misconduct at the stage of reviewing

Charges of research misconduct are directed to the Editor-in-Chief. The theme editor and the Editor-in-Chief initiate examination of the submitted material for the alleged violations, consulting, inter alia, with the reviewers of the article. The entire examination of the situation must remain confidential, references and mentions of the issue anonymized, if possible.

Provided there are sufficient grounds to believe the violation takes place, the author is requested for explanations. If the response satisfies the editors and the problem is due to misunderstanding, it can be easily solved by making amendments in the article. Otherwise, the manuscript is rejected and the author is included into a black list with the prohibition to publish in this Journal for a certain period of time depending on the decision of the Editorial Board. Information on the black list of authors is closed, it cannot be disclosed or transferred to the third persons.

 

Restraint of possible misconduct if the manuscript was published

Provided the information on the possible misconduct was obtained after the article was published, including in case of alleged incorrect borrowings, examination is also carried out. If the facts of violation of research and publication ethics are confirmed, the author is requested for explanations. If the evidences provided by the author are deemed unconvincing, the process of the article retraction is initiated. The Journal Editorial Board is guided in its decisions by COPE cases.

 

Violations on the part of editors and reviewers

If the charges are aimed at editors or reviewers, these persons are dismissed from examining the current case. Examination is carried out by other editors. If strong evidence of violation of research and publication ethics is found, the Journal breaks any connections with the said persons. Since that moment they discontinue participating in the Journal’s activities.

 

Retraction policy

Article retraction

In compliance with COPE guidelines on article retraction, the Journal retracts articles on the following grounds (by “The Rules on retraction of an article from publication” / ANRI Council for Ethics URL https://rasep.ru/sovet-po-etike/pravilo-otzyva-retragirovaniya-stati-ot-publikatsii):

  • identification of incorrect borrowings (plagiarism) in the publication;
  • double publication in several editions;
  • identification of falsifications or fabrications (for example, jugging experimental data);
  • identification of serious errors in the article (for example, incorrect interpretation of the results), which cast doubt on it scientific value;
  • incorrect composition of authors (lacking the one who should be included; the persons not complying with the criteria of authorship, are included);
  • a conflict of interests is concealed (or other violations of publication ethics);
  • republication of the article without the author’s consent;
  • the article did not undergo the review procedure.

 

Retraction procedure

In case the editors make a decision to retract the article under strong evidences of a violation, the following retraction procedure is undertaken:

  • Information of the article retraction is placed on the page of the publication in the Journal website.
  • In the pdf file of the retracted article it is written with water marks “RETRACTED” and the date of retraction.
  • Information of the article retraction is sent to the databases: eLibrary, Cyberleninka, etc.
  • Notification of the fact of identification of incorrect borrowing and the article retraction is sent to RASEP Council for Ethics for inclusion into the register of retracted articles.

Information of the article retraction may be published in one of the forthcoming issues of the Journal.

 

Preprint and postprint policy

Consideration of incoming preprints is carried out by the Editor-in-chief of the journal or the Deputy Editor-in-chief in the relevant field (Economics or Law). The Editor-in-chief or the Deputy Editor-in-chief appoints a reviewer who is an expert for the research topic under consideration. Further review of the preprint is carried out in the standard mode.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization and publisher.

 

Copyright and Licensing terms

For open access publishing this journal uses an exclusive licensing agreement.

Authors who publish with Russian Journal of Economics and Law agree to the following terms:

  1. Authors retain copyright and grant the journal right of first publication with the work simultaneously licensed under a Creative Commons Attribution License 4.0 (CC BY-NC) that allows others to share the work with an acknowledgement of the work's authorship and initial publication in this journal.
  2. Authors are able to enter into separate, additional contractual arrangements for the non-exclusive distribution of the journal's published version of the work (e.g., post it to an institutional repository or publish it in a book), with an acknowledgement of its initial publication in this journal.
  3. Authors are permitted and encouraged to post their work online (e.g., in institutional repositories or on their website) prior to and during the submission process, as it can lead to productive exchanges, as well as earlier and greater citation of published work (See The Effect of Open Access).
