The article analyzes the statement of Decrees "On land" of 1917 and "On forests" of 1918 concerning turning forests to the national property. Basing on the legal analysis, the difference between notions "state property" and "national property", "nationalization" and "socialization" of land is highlighted. The author proves that the Bolsheviks deliberately did not confirm the state property right for the land or forests for a short period of time, in order to attract peasants by the slogan of "people's property" so that the peasants independently occupied the lands of the landowners.
